A clear, useful safety series built for student attention

Dear Chief Wuchenich,

As Told By is pleased to submit this proposal for the development and production of a five-video campus-safety series for the University of South Carolina Police Department. The project calls for more than recording prepared messages. Each video must translate detailed safety guidance into concise, credible content that students will watch, understand and remember.

Our approach keeps the five-topic structure in the overview while treating longer subjects as clearly labeled chapters within the master video. This preserves the complete educational value of the material without forcing every subject into an arbitrary two-minute limit. The same production system also creates captioned, web-ready and social-ready versions from each approved master.

We confirm that As Told By can complete all five approved videos by November 15, 2026, provided the project is authorized by September 4 and DLES supplies timely access, participants, source materials, approvals and consolidated feedback according to the schedule in this proposal.

Safety guidance shaped for clarity, credibility and retention

Content and Script Development

We will consolidate the overview, stakeholder notes, existing campaigns, official phone numbers, CarolinaSAFE functions, emergency terminology and resource references into five production-ready scripts.

  • One content matrix connecting every required topic to a video, speaker, visual example and approved resource.
  • Script review for tone, plain language, runtime, factual consistency and spoken delivery.
  • DLES and campus subject-matter experts retain final authority over safety, legal, policy and resource language.

Production

We anticipate three coordinated campus production days with a small, agile crew. Interviews and direct-to-camera messages will be filmed with professional camera, lighting and audio systems.

  • Officer and staff presentations, student scenarios and approved demonstrations.
  • Campus landmarks, residence-hall access, call boxes, vehicles, app use, emergency signage and the Security Operations Center.
  • No dangerous reenactment, simulated weapon or sensitive scenario without prior DLES approval and an agreed safety plan.

Postproduction and Accessibility

  • Editorial shaping, color correction, dialogue cleanup, licensed music, sound mix and final mastering.
  • Readable graphics, verified names and resources, restrained motion, strong contrast and human-reviewed captions.
  • Voiceover support when performed by approved DLES/USC speakers. Third-party professional voice talent is excluded unless separately authorized.

Review and Quality Control

  • A visual sample establishes titles, lower thirds, chapter cards, captions and resource screens before the full package is completed.
  • Two consolidated revision rounds are included. Vendor errors and technical defects are corrected without charge.

The not-to-exceed amount is based on the estimated hours above. As Told By will not exceed the authorized total without written approval. Any unused estimated hours will not be billed.

Potential Additional Services

Additional filming, extensive script redevelopment after approval, separate short-form edits, additional revision rounds, third-party talent, specialized actors, closed campus locations, security details, props, permits, or raw-footage/project-file delivery are excluded. If requested, they will be scoped and authorized using the applicable awarded category and rate.

Assumptions and terms

What DLES will provide to keep the project accurate and on schedule

DLES / USC Responsibilities
  • One designated point of contact who submits consolidated, prioritized feedback.
  • Final policy, legal, safety and resource language; approved numbers, URLs, app screens, campaign assets and branding.
  • Access to speakers, students, approved locations, vehicles, facilities and demonstrations.
  • Review by appropriate subject-matter experts, including Emergency Management, Victim Services, Student Conduct, SAVIP, Title IX and threat assessment.
  • Confirmation that university-provided participants, locations, marks, documents, images and archive materials are authorized.
  • Timely approvals according to the production schedule.
Production Assumptions
  • The scope includes five master videos. Longer Videos 3 and 5 may use internal chapter cards but remain five total masters.
  • The estimate assumes approximately three on-campus production days in Columbia and reasonable access.
  • DLES-provided speakers will appear on camera or provide approved voiceover. Third-party voice talent, actors and large-scale reenactments are excluded.
  • Two consolidated revision rounds are included. Changes to approved scripts, quantity, runtime, language or visual concept may require additional hours.
  • Raw footage and editable project files are excluded. Final approved files and caption/script materials are included.
  • USC receives perpetual rights to use and repurpose approved final videos upon final payment, subject to third-party licenses.
  • As Told By will not publish the work without USC/DLES approval.
Proposal Validity and Authorization

This proposal is valid for 30 days. Work will begin upon receipt of a purchase order, executed agreement or other written authorization acceptable to USC procurement and As Told By. Final billing will reflect actual hours by awarded contract category and will not exceed $29,678 without written approval.

Authorize the project and schedule a kickoff no later than September 4 so scripts, access and production dates can be confirmed against the November 15 deadline.
